Emergency communications continuity is not a list of phone numbers and backup applications. It is a governed capability that connects public safety, emergency management, county leadership, public information, departments, carriers, and IT before normal channels fail.
County IT should own the reliability of assigned technology and document dependencies, but it should not unilaterally direct emergency operations, public warnings, 911 procedures, or radio interoperability. Build this playbook under the county's emergency management structure and approved communications plans. Validate regulatory, licensing, accessibility, records, and public-safety requirements with the responsible authorities.
Establish governance before selecting channels
Name an executive sponsor and a communications continuity coordinator. Define authority in the county emergency operations plan rather than inventing it during an outage. At minimum, document these roles and their alternates:
- Emergency management: establishes operational priorities, activation level, incident coordination, and mutual-aid integration.
- Public safety communications leadership: governs dispatch, land mobile radio, interoperability, and approved fallback procedures.
- County IT: maintains assigned networks, identity, collaboration, telephony, endpoints, backups, monitoring, and technical recovery procedures.
- Public information officer: coordinates approved public messages, rumor control, accessible formats, and channel consistency.
- Department continuity owners: maintain contact rosters, essential-function priorities, and department-specific fallback actions.
- Facilities, procurement, and vendors: support power, fuel, sites, spares, carrier escalation, and emergency purchasing.
For each role, record who can activate an alternate channel, approve an emergency change, contact a carrier, release a public message, and return to normal operations. Include delegation when the primary official is unavailable.
Build a mission-based channel matrix
Do not label one tool as the universal backup. A channel that helps office staff coordinate may be inappropriate for dispatch, protected information, or public warning. Create one row for every essential communications mission:
- 911 intake, dispatch, and responder coordination.
- Emergency operations center and executive coordination.
- Employee notification and department call-down.
- Public alerts, warnings, and updates.
- Hospital, utility, school, state, and neighboring-jurisdiction coordination.
- Carrier, cloud, cybersecurity, facilities, and equipment-vendor escalation.
For each mission, record the primary channel, first alternate, last-resort method, authorized users, information restrictions, activation trigger, expected capacity, geographic coverage, accessibility needs, and the official who can authorize use. Document how recipients know a message is authentic and how acknowledgments are captured.
Alternate channels should fail differently from the primary path. Two applications using the same identity provider, carrier circuit, DNS service, power source, or cloud region may look redundant while sharing the same point of failure. Consumer messaging tools are not automatic substitutes; assess security, retention, accessibility, public-records handling, and authorization before use.
Map the dependencies beneath every channel
A continuity plan becomes actionable when it exposes what each path needs. Diagram and assign owners for:
- Commercial power, UPS runtime, generators, transfer switches, fuel, cooling, and safe access to equipment sites.
- Carrier circuits, diverse physical routes, cellular coverage, radio sites, antennas, backhaul, and mutual-aid connections.
- DNS, identity, multifactor authentication, certificates, cloud control planes, and administrator access.
- Endpoints, chargers, batteries, spares, programming files, configuration backups, and replacement logistics.
- Current contact data, trained staff, shift relief, facilities, transportation, and credentialed site access.
- Vendor contracts, support entitlements, escalation numbers, emergency purchasing authority, and after-hours response.
- Logging, cybersecurity monitoring, records capture, language access, and accessible public communications.
Record the last observed test, not merely the existence of a generator or second circuit. Where a dependency cannot be tested safely, document the evidence used, the uncertainty, and the compensating action.
Define activation and restoration steps
- Detect and classify. Confirm the affected missions, geography, users, safety concerns, and likely duration. Open an incident record.
- Notify command. Contact emergency management and the designated communications authority using the approved escalation tree.
- Protect life-safety operations. Follow established public-safety procedures. IT supports rather than improvises operational policy.
- Activate the approved alternate. State which mission moved, who authorized it, what information limits apply, and how users authenticate messages.
- Communicate status. Give operators one source for current channel status, next update time, known limitations, and support contacts.
- Recover deliberately. Validate the primary channel, reconcile messages or records created during fallback, obtain operational approval, and communicate the return.
- Review. Preserve logs, decisions, gaps, and corrective actions with owners and dates.
Keep a controlled offline copy of the activation checklist and essential contacts where approved personnel can reach it during identity, network, or facility loss. Protect sensitive details and establish a replacement cycle so the offline copy does not become stale.
Exercise capabilities in increasing depth
Set cadence based on mission criticality, plan requirements, changes, and previous results. Use an exercise ladder so the county learns without creating avoidable service risk:
- Roster validation: owners verify names, roles, alternates, and escalation methods.
- Notification drill: send an approved test, record delivery and acknowledgment, and correct unreachable contacts.
- Tabletop: walk leaders and operators through a compound scenario such as power loss plus carrier degradation or cyber disruption.
- Technical failover test: activate an alternate under a controlled change plan with safety limits, monitoring, and rollback.
- Multi-agency exercise: validate governance and interoperability with the partners that would participate in a real event.
Before each exercise, define objectives, protected production services, stop conditions, observers, evidence, and the authority to end the test. Afterward, assign every material gap to a corrective action, risk acceptance, or funded project. An exercise is incomplete if the after-action report has no decision path.
Report capability, not activity
Counts of radios, messages, or completed meetings can hide fragility. Give county leadership measures that expose readiness and decisions:
- Essential missions without an approved alternate channel or named activation authority.
- Channels whose primary and alternate paths share an unmitigated dependency.
- Critical contacts, carrier escalations, or offline procedures that failed validation.
- Exercise objectives not achieved and corrective actions overdue.
- Infrastructure or staffing gaps that require budget, mutual aid, contract changes, or executive acceptance.
Pair each gap with the affected mission, consequence, interim control, owner, requested decision, and required decision date.

These sources have different purposes and scopes. They do not replace the county emergency operations plan, the Statewide Communication Interoperability Plan, FCC authorizations, 911 procedures, or direction from the responsible public-safety authority.
